As pointed out to me by SFL Trade Committee Chair, Gary Schoenfeldt - this type of measure would probably violate the B.C./Alberta Trade Investment and Labour Mobility Agreement (TILMA).
If Ontario had signed onto (joined) TILMA it would likely open the Ontario government to challenges of up to $5 million each for each and any restaurant that doesn't want to do it.
I figure the first ones to line up at the trough would be the major fast food chains.
Because under TILMA a "measure" includes any legislation, regulation, standard, directive, requirement, guideline, program, policy, administrative practice or other procedure.
